ZERO-IN ON "THAT" DATE

There is no way in which all countries took a case that serious for 18 years and the person(s) involved or those pointing at him/her/them cannot be able to say : "this or that was done" "to me or us" or "to that or them". And when that cannot be done judgement was passed on an issue they didn't know about and which only faltered in implementation stage. There is no way so much would be involved for so long w/o as much as 1 discussion and be right except for acquaintances who I guess prob were asked??((!!
