DANGER OF "HALF" EDUCATION?

It's quite surprising to hear a lady talk abou wa' they are(?)(or should?) be doing abou population- related probs in their country. It has come to my notice and have to hope these are not shabby derivatives from unfinished manuscripts, booklets and statements that require the funding that also informed untoward hurry as witnessed in an International media some years back.
